Hart Ranch Community Park
This project includes the development of a 15.6-acre park that will include a regulation-sized combination soccer field and baseball field, an ADA natural theme playground, a water spray park, a natural lake area with an educational interpretive trail, a par course, and a community garden.

Project History
In 2008, Mr. Earl and Janice Giacolini donated the 15.6-acre parcel located at the northeast corner of California and Goldenrod to build a community park. Upon receiving this donation, the City began engaging the community for input on the design and master plan of this community park. Concurrent with the planning and annexation of the property, funding was also being identified to construct the park. A Proposition 84 State Parks grant application was submitted but not awarded, causing the project to go dormant.
In November 2018, the sales tax measure known as Measure M passed, which afforded the City the availability of “matching funds” for grant applications through Proposition 68, which provided new grant opportunities for this park project.
As the park's future began to take shape, Mr. & Mrs. Giacolini presented the city with an opportunity to purchase additional land to the east of the existing 15.6 acres. The offer was accepted, and the City entered into a purchase agreement for an additional 19.3 acres with an additional 3-acre, 30' wide area of land for a trail.
Over the past 16 years, the design work, planning, and securing of funding to build this park have been at the forefront for City staff and leaders. In 2019, the city received good news from the Land and Water Conservation Fund of a 2.5 million dollar grant award and again in 2021 with a grant award of $2,003,695 from the California Natural Resources Agency. Additional project funds were secured through a State Budget earmark from Senator Anna M. Caballero and the American Rescue Plan Act.
On Wednesday, November 14, 2024, the City Council approved the award of the contract for the Hart Ranch Community Park Project to Avison Construction, Inc. for $12,453,125.00. In addition to the contract award, a 5% construction contingency of $622,700.00 was also approved. The total project cost is $14,200,00 for design, construction, construction contingency, construction engineering, and materials testing. Construction is scheduled to begin in February, with a groundbreaking ceremony in March.
Kerman Area Multi-Generational Center
The City of Kerman received $7,250,000.00 toward the construction of a 15,400-square-foot addition to the existing 11,618-square-foot Kerman Community Center to create the Kerman Area Multi-Generational Resiliency Center (KAMGRC) located at 15101 West Kearney Boulevard, Kerman, CA 93630.
The total project cost is $16.383 million; however, the amount funded through the CRC Program will specifically cover the hard costs associated with the resiliency features of the construction project. The remaining funds will be matched and have been obtained through other state and federal grant programs.
The grant-funded addition will include resiliency features currently lacking in the existing Community Center, while capitalizing on the on-site amenities.
Utilizing the existing space and expanding on the Community Center to take advantage of the entire adjacent lawn area creates synergies to expand and maximize square footage. The addition would include the resiliency features currently lacking in the existing Community Center, while capitalizing on the installed amenities. The Community Center currently has two large-capacity refrigerators, one large-capacity freezer, commercial ovens, and storage space. The proposed project would bring air filtration systems; backup broadband access; backup power sources; backup water sources; device recharging capabilities for cell phones and other personal communications devices; laundry; shelter/places for people to sleep during emergencies; showers; space for food preparation and storage; and other resiliency amenities as well as space for an EOC with meeting areas, classroom/training space, sleeping quarters, food service, and storage areas.
The KAMGC will be designed for and by the community. The success of the center’s design relies on your input throughout the design process. Join us at a workshop where you can walk through the Kerman Community Center and hear about the various features, amenities, and resources available at a resiliency center. Socialize with City staff and the members of the ELS design team to share your thoughts and ideas on the needs of the Kerman community.
Community Workshop #2: Alternative Concepts & Visioning Sessions
Wednesday, February 18, 2026, 6 pm-8 pm
After gathering input from Workshop #1, two to three design concepts for the new KAMGC will be shared and reviewed by the community, to narrow the design options to a single, preferred direction
Community Workshop #3: Preferred Concept & Visioning Sessions
Wednesday, March 18, 2026, 6 pm-8 pm
Community input from Workshops 1 & 2 will be compiled into a single concept design for further refinement through another round of community input. The refined concept design will then be presented to the City Council for approval before advancing the project to the next design phase.
