Building DivThe Building Division is responsible for permit processing, plan checking, and inspection services for both public and private projects to safeguard life or limb, health, property and public welfare by ensuring the design, construction, qualify of materials, use and occupancy meet minimum standards.

Permits are required anytime a building or structure, or any electrical, plumbing, or mechanical system is to be erected, constructed, enlarged, altered, repaired, relocated, removed, converted, or demolished. Generally, plans are needed for new construction and major remodels. Please contact the Building Division if you are unsure if plans are required to be submitted with permit applications.

If you are hiring a contractor to work on your home, make sure the contractor has a local business license. All contractors working in Kerman must have a license registered with the City of Kerman (an out of town license in not sufficient) Business License Application.

Building Inspections

Building Inspections

The Building Department is responsible for inspecting the construction of all new and existing structures for conformity with approved plans and permits and for compliance with state and local building code requirements. Inspections are required after obtaining a building, electrical, plumbing, or mechanical permit. You will be informed of the required inspections for your project when your permit is issued. Building inspections are scheduled by contacting the Building Division.

When requesting an inspection, be prepared to provide the following information: 

Job site Address
Permit Number
Day of Inspection
Type of Inspection (i.e., plumbing, electrical, framing, etc.)
Your Name and Contact Information

When the inspector arrives, please be sure that you:

  • Have your permit and job card on the job site.
  • Have the City approved plans on the job site.
  • Have any previous “Outcome of Inspection” notices available.
  • Provide a ladder if necessary for the inspection.

The Building Division processes building permit applications, collects permit fees and development fees, and issue buildings permit for various residential, commercial, and industrial construction projects within the City of Kerman.

We suggest you contact the Building Division before you begin constructing or altering a building or structure, or any electrical, plumbing, or mechanical system. Appropriate permits may be required for your project. Click to obtain a Building Permit Application. After submitting a permit application with the City, the property owner will be required to pay the associated fees and sign the permit.

The Building Division reviews plans to insure that the building structure, electrical mechanical, plumbing, handicap accessibility, and energy usage is in compliance with all state and city adopted construction codes. The Building Division uses a professional third-party agency for most plan check services. Please contact the Building Division to determine if plan checks must be submitted with your permit applications.

All new construction and most remodel work for residential and commercial projects require submittal of building plans for plan check. Four (4) complete sets of building plans must be submitted for plan check.  Sets typically include:  Site Plan, Foundation Plan, floor Plans, Elevations, Electrical, Plumbing, Mechanical, Roof Framing, etc.

Construction and Demolition Recycling & Recycling Program

The City of Kerman has enacted a Construction & Demolition Recycling Program (C&D Program) intended to meet minimum Cal Green requirements pertaining to construction and demolition waste from residential and commercial construction projects. The goal of the program is to identify and collect all construction and demolition material for recycling and diversion from the landfill.
